The Treaty of Vienna was the conclusion of the Congress of Vienna (which took place in the aftermath of the Napoleonic wars) it drew a map of Europe based on the Metternichean principle of "restoration" - a return to the previous system of monarchy and "Congress diplomacy".
Prussia was a happy beneficiary of the borders drawn.
